A few days ago, I received them – nor did I deemed it my duty to outline my views respecting the past and the present condition of the Colony - and my purposes as to its future when I lay the Blue Book before the Legislative Council, a practice introduced for the first time in this Colony.
2. As to the general result I shall however take occasion to make a few remarks upon the contents of the Blue Book for 1854, - and beg to enclose as an important elucidatory document the Report of the Colonial Treasurer dated "January 8th" on our Financial position.
I avail myself of this opportunity to lay before your Lordship a summary of my views. I may scarcely say that we may congratulate ourselves on the prosperous and progressive state of the Colony - and I am persuaded that a greatly augmented revenue is quite compatible with important improvements in the details of Government and the removal of many obnoxious forms of taxation, the whole associated with the absence of any Parliamentary Grants in aid.
